Users can copy content from PDF and Microsoft Office files to their own documents if the files have See permission. This means that users will continue to have access to that information even if you remove their access to the original document. To prevent users from copying contents, apply See, Protected or See, Protected/No Print permissions. For information on setting persmissions see:

There is one other consideration for Excel files. If the Allow Users to Copy the Contents of Protected Excel Documents is turned on, users can copy information from one sheet to another within a protected Excel document, and they can also copy information into another protected or unprotected Excel document. If you do not want users to be able to copy content from protected Excel files, ensure that this setting is turned off. For more information, See Document Security Settings.
